Our coalition was formed in January of 2012 and we first took our vision of Huntsville as a no kill community to the public not quite three years ago. We did so only after we had hit a wall in our efforts to get the city expert and confidential help to end the outdated practice of destroying healthy and treatable shelter pets. Although our website and social media presence had been on line for a while, our first public event was a free workshop we held at the downtown branch of the Huntsville-Madison County Public Library on July 29, 2013.
We have written before about the process which has led to present day functioning at Huntsville Animal Services and our role in that process. Although some from both inside and outside of our region have declared us "there" or "done," we are not yet a no kill community. Tremendous progress had been made and we look for every opportunity to applaud that progress.
Our coalition, and others like ours, are often seen in a negative light just because of our outspoken nature. Some may label us as purists who simply advocate from the sidelines and who are too set in our beliefs. That label really doesn't fit out group at all. Since the time we held the workshop, we have engaged in a series of meetings with city officials over the course of a period of years. We have shared our research and helped the city engage with organizations like Humane Network which provides on-site real world help based on experience. One of our many meetings was held on July 25, 2016, with City Administrator John Hamilton. We had asked for the opportunity to talk to him regarding our June 20, 2016, challenge to the city and to cover some of our compliments and concerns. In order to keep you informed, the highlights of our meeting are set out here.
"The Ask." We have challenged the city to commit to no longer destroy healthy and treatable animals using our tax dollars on more than one occasion over a period of years and we did "the ask" in person again. We were initially told that if we are looking for a promise that the city will never destroy an animal for space that no, the city will not agree to that. Rather than making an absolute promise, we asked again that the city make a public declaration of intent to the standard as a way of functioning moving forward and that it adopt a Shelter Disaster Plan to be ready for a mass-intake event at the shelter. Mr. Hamilton stated that he would take the issue back to the mayor for further consideration.
Compliments. We were very complimentary about the progress made by the city as reflected in the monthly shelter statistics. We do not believe that achieving some percentage should be the goal and we continue to be more focused on a standard of functioning. Having said that, those numbers are an indicator of progress and are to be applauded. We complimented the city on more effective use of the media and social media to connect with the public. We had long criticized the animal shelter for being disconnected from the public it serves by not engaging proactively. We mentioned the recent PSA in which Mayor Battle appeared to promote an adoption event on July 23d.
Concerns. We expressed concerns about the shelter becoming limited admission, as opposed to managed admission, and having times when it simply tells the public, "no. We cannot help you." We understand that intake must be managed to control it and that the city is not obligated to take owner surrendered animals. We suggested that instead of just saying, "no," that the shelter should still be willing to engage in pet retention counseling and pet surrender counseling. We also expressed concern over continued issues with dogs becoming sick after entering the building, with lack of "bread and butter" adoption programs to place animals between large adoption events and with the fact that the shelter's website is outdated. Our final point of discussion related to how the policies and functioning of Huntsville Animal Services is affecting other local shelters and rescue groups. There have been numerous times when people have had an issue with the city shelter and have turned to nonprofit shelters and rescues for help without really resolving the underlying issues. Because our local nonprofits receive no city or county funding and function solely on donations (and most with no paid labor at all) this reliance on them to be an extension of the city shelter creates a tremendous burden. All of our comments were well received and there was quite a bit of discussion on all points.
City Issues. Mr. Hamilton told us that the city's progress has led to some problems. Because people presume that Huntsville Animal Services is a no kill shelter, they are now bringing animals into the county from outlying counties expecting help. In some cases, people have been less than forthcoming about where they live. This will likely lead to a new policy related to owner surrenders where proof of residence will be required. We were told that the sick dog issue remains a concern and that it is likely some modifications will be needed to the existing building to house animals in different ways in order to resolve issues with air quality.
We remain hopeful that the city will make a public declaration of intent to make Huntsville a no kill community and will not simply be satisfied with doing better than most. We truly believe there is no better time in the history of Huntsville for our leaders to draw a line in the sand and declare proudly that ours is and will continue to be one of the safest places for animals not only in our state, but also in the entire region.

We consider the no kill movement a social movement. Although many people view what takes place in tax funded animal shelters as an "animal problem," it really is a "people problem." The reasons why animals have historically died in our shelters has everything to do with individual and collective behavior and the animals are simply the unfortunate victims of our poor choices and our poorly functioning shelter industry in our country.
Social movements are all about change. About reform. In the case of animal shelters, rare is the situation where a municipality or the board of an animal shelter engages in reflection and decides to stop destroying animals with no outside influence to do so. There is normally a tipping point which is reached due to outside influences of some kind. The path from Point A to Point B is often incredibly difficult and it involves a lot of struggle and conflict. Those who seek change on behalf of a community or in support of a cause very rarely do so seeking any form of recognition. The end goal is the focus and once that goal has been reached, they are simply grateful for the change and happy to be able to go on with their own lives.
It is an unfortunate reality in the no kill movement that people revise history and they do so to the detriment of our entire society. As has been said by Ryan Clinton, the Austin Attorney who played a key role in FixAustin, "when we rewrite history, we learn the wrong lessons. And the lesson from Austin is that it was a long battle." The same could be said about a host of other communities across the country, including Huntsville. It has been a struggle and a battle which has gone on for years and that struggle is part of our history.
So. Why is that important? It is important not because those involved in the struggle - the members of our coalition - seek any form of recognition for our efforts. This is not at all about credit or someone telling us what a good job we did or that we are doing. This has truly never been about us, it has always been about saving the lives of shelter pets and we honestly wish that our advocacy role had not been necessary at all. We wish the City of Huntsville had taken steps to stop killing animals back in early 2009 after learning about the no kill equation. Or that the city had accepted the offer of free and confidential help from subject matter experts back in April of 2013. Had either of those things happened, our coalition either would not have been necessary at all or we would have taken a completely different path in our efforts to help the City of Huntsville become a no kill community. We took this issue to our public only when we hit a wall in terms of cooperation and we felt we had no alternative but to go around that wall for the sake of the animals being destroyed needlessly using our money and in our name.
We get email messages, calls and contacts from advocates across the country wanting to know what we did in Huntsville and how it is that the city is now saving the vast majority of animals in our shelter. It is important not to rewrite history or to sugarcoat it in any way to take out the struggle because doing so sends the wrong message and teaches people the wrong lessons. Just like Austin, the lesson from Huntsville is that this has been a battle which has gone on for years. The city didn't just suddenly decide one day that it was a terrible idea to destroy perfectly savable animals in our shelter and to stop doing that on its own. We had to push the issue and we had to stay on subject, as we are now.
There are those who are revising our history here. Some of them are local and they are leaving out part of what has taken place either to make themselves look better or to make our coalition look like the bad guys for having had the audacity to say "enough." Others who are revising our history do not live or work here and are doing so in order to advance an agenda which either suits their message or which promotes a consulting organization which played a role here and which is now gaining new clients by making it sound like they came here and fixed what was broken.
If you live here or work here, our message to you is this: we are not yet a no kill community. Yes, the city is doing an incredible job and has made a lot of positive changes. The city has yet to commit to ending the outdated practice of destroying healthy and treatable pets and there are issues with program development. A clear sign of that is that the shelter adopted out 183 animals in a matter of days during a recent event and promptly turned around and claimed the shelter was full again and that no incoming animals would be accepted.
If you are not from here and you are trying to seek shelter reform in your own community, we encourage you to learn about the programs and services of the no kill equation. We encourage you to first reach out to local officials and try to work with them to save the lives of animals and that you do so diplomatically and respectfully. If that doesn't work and you are rebuffed, make a decision on whether or not this issue is important enough to you to potentially spend years speaking out about it, possibly to the detriment of your personal reputation and well-being. Even once you do speak out for change, we encourage you to focus not on individuals but on the leadership of the shelter. We also encourage you to remain respectful and diplomatic, even when that behavior is not reciprocated as was the case with us.
If you are not from here and you are rewriting our history to leave out parts of our story, shame on you. Doing so is both arrogant and irresponsible. You cannot possible know what has transpired in our community if you have not been part of this community and played a role in change here. You do a disservice to the very causes of animal welfare you claim to support by making this process seem like it was free of conflict and that it can be replicated in some other place just by hiring a particular consultant or by being "nicer" about the message.
Our story is still unfolding. We are not a no kill community and we may never be. That is entirely up Mayor Tommy Battle, the members of our city council, City Administrator John Hamilton, Shelter Director Karen Sheppard and the people who live and work here. It is entirely possible that for Huntsville, better is good enough.
But please don't rewrite our history. Doing so can have adverse affects far beyond our region and in the end, it's really a little too early to stand around and pat each other on the back as long as healthy and treatable pets are still at risk at 4950 Triana Boulevard Southwest in Huntsville, Alabama.
No Kill Huntsville was formed in January of 2012 when a group of local nonprofit shelter directors, rescue group leaders and animal welfare advocates decided to come together to speak with one voice with one mission: to seek a time when Huntsville becomes a No Kill Community. We had been working independently of each other on this issue for years and felt that we could accomplish more if we banded together. We felt that the City of Huntsville was not taking enough action with enough of a sense of urgency to save the lives of healthy and treatable shelter pets so we took on the responsibility of speaking out to seek better.
We have always sought to become irrelevant not because we are being ignored or have been dismissed as zealots, but because we are simply no longer needed in this capacity. Despite rumors to the contrary, we have also approached this issue as one of municipal accountability. We have taken great pains to make our communication with the city both respectful and empowering in spite of having been subjected to personal attacks against us for having the audacity to be outspoken. Change is hard and it makes people uncomfortable. We get that.
We have a page on our website called Our Vision which paints a picture of a time when Mayor Battle stands at a podium and makes a public declaration of intent that Huntsville will, in fact, become a No Kill community. Over the course of the years of our advocacy, we have done what is called “the ask” multiple times. The concept is simple: we have asked the city to draw a line in the sand and commit that from that point forward, savable animals will no longer be at risk in our municipal animal shelter. That every animal will be treated as an individual life with value and that we will not destroy healthy and treatable animals for space or convenience because doing so is just not consistent with our culture here.
The City of Huntsville has not yet committed to this standard. The city has absolutely made a lot of changes in the way our animal shelter functions and we have seen a shift in how the shelter is referred to. The mind set has gone from one being resigned to the destruction of animals to working hard to save those same animals and have the shelter be a place of hope and new beginnings. Some mistakenly believe that Huntsville is already a No Kill Community. It is not. Although the statistics for the shelter show marked improvement from a statistical standpoint, the measure of a No Kill Community is not achieving some numerical standard. It is a matter of saying “we just don’t do that any more” and ensuring animals are not at risk. That may mean that the “live release rate” for animals is 97% in one month and then 87% in the next month, provided that the decline was due to a large number of animals entering the shelter who were suffering, irremediably ill (as opposed to entering the shelter healthy and then becoming very sick due to being housed there) or genuinely aggressive to people and which constitute a public safety risk.
On June 20, 2016, we sent a letter to Mayor Battle and the members of the Huntsville City Counsel to again do “the ask.” You can read the letter in its entirety here. We also issued a press release on our challenge to the City on July 5, 2016. It is found on al.com and it was distributed to our local television stations.
As we state in our letter, we fully acknowledge the tremendous progress made by city officials to change how our shelter operates and how animals are cared for using our tax dollars. This has become a point of pride and Huntsville is being watched by people in other areas of the country who are hoping to make similar changes. We genuinely believe that the progress made to date demonstrates that the City of Huntsville is in the best possible position to make a public declaration of intent. Once it does so, this will encourage people who live and work here to become even more involved in the operation and success of the animal shelter than they are now and it will be a wonderful addition to our community resume when we talk about all the things which make this City great and make it the “Star of Alabama.:
Becoming a No Kill Community is a choice. It is an act of will. We have absolute faith that the City can do it. We just hope the City will share our opinion, draw that line in the sand and that the answer to “the ask” will be a resounding, “Yes.”

There is a lot of talk these days about the phrase "no kill" both locally and nationally. We have been asked many times if Huntsville is a no kill community and the answer is the same as it was when our coalition first formed: no. Incredible changes have been made in how our municipal animal shelter functions and we take every opportunity to applaud city officials for finally taking steps to focus on balancing public safety with animal welfare in order to save lives. In order to help people understand what the phrase means from our perspective and from a national perspective, we feel it is important to explain what this term of art is, and is not. (For a more in-depth look at the phrase, we encourage anyone to read this publication by the No Kill Advocacy Center called "Defining No Kill.")
No kill is a culture in which healthy and treatable animals are not destroyed in animal shelters for space, convenience or following some tradition using our tax dollars or donations. In this culture, the only animals destroyed are those who are suffering, are irremediably ill or dogs who are so genuinely aggressive (as opposed to scared or traumatized) that they are unsafe to have in our communities (and for which no sanctuary placement is available).
No kill is not a definition. It does not mean that no animals ever die. To keep animals alive when they are truly suffering or are so genuinely broken that they present a danger to the public would be unethical and irresponsible.
No kill is a philosophy which says the lives of all companion animals have value and that those animals must be treated as individuals, worthy of our time and attention to keep them alive. In this philosophy, homeless animals are treated as either having been someone's beloved companion or being capable of being that companion. They are essentially given the benefit of the doubt, treated as adoptable and not blamed for the fact that they need our help.
No kill is not about simply keeping animals alive, regardless of the conditions in which they live. It does not allow animals' physical, psychological or emotional well-being to be compromised just so we can say "they are alive and we did not destroy them."
No kill is about programs which function in concert with each other to both reduce shelter intake and to increase shelter output so that animals spend the least amount of time possible in an institutional setting.
When animals are boarded for undefined periods of time, that is not no kill. That is a situation which is simply not sustainable financially. It can also cause animals to become so accustomed to living in a kennel environment that they are ill-prepared for the stimulation of life outside of the kennel.
When animals are collected on rural properties out of the knowledge and view of the public and law enforcement authorities, that is not no kill. That is essentially collecting and more often than not it also involves neglect and abuse.
When animals are kept at a "sanctuary" which does not function within its financial and physical ability to properly care for and then place those animals, that is not no kill. Overwhelmed sanctuaries are little more than animal prisons where the animals and the people caring for them are under incredible amounts of stress, often leading to disaster.
No kill is about values and hope and compassion and about doing our very best for companion animals because we care about them and we want the very best for them.
Getting back to the question we are often asked, "is Huntsville a no kill community?" the answer is no, not yet. While more animals are making out of Huntsville Animal Services alive than at any time in the history of the city, this is not a matter simply of statistics and accepting that better is good enough. This is about making a choice, a decision. Huntsville will be a no kill community when those who govern us, lead us and serve us decide that healthy and treatable animals will not be destroyed in our shelter under any circumstances. It is our position that the progress shown in the last year has proven that the City of Huntsville is ready to make a public declaration of intent to save the lives of animals. Once the city does so, it will be not only a tremendous source of community pride, but a selling point to invite others to live in or work in Huntsville because it is an animal friendly community.
There have been a number of times through the course of the history of our coalition when we have done what is ordinarily called "The Ask" of city officials. We did The Ask again yesterday. Huntsville can be a no kill community. This is a choice.
We are often asked if ours is a no kill community and the answer is still the same: no. Although the live release rates being reported by our shelter are higher than they have ever been in the history of the city and are commendable, simply reaching some percentage of life-saving does not make Huntsville a no kill community. A no kill community is one where all healthy and treatable animals make it out of the municipal animal shelter and non-profit shelters alive and where there is no such thing as population control killing. As long as all “savable” animals make it out of the system, an area is a no kill community whether the live release rate in any given month is 98% or 88%. It is simply a matter of having an established standard and drawing a line in the sand which will not be crossed under any circumstances, even following a puppy mill seizure, a dog fighting seizure or intake of animals from a hoarder or collector.
Based on the progress made at the municipal animal shelter, we stand firm in our position that the next logical step is for the City of Huntsville to declare, once and for all, that savable animals are no longer at risk in our shelter under any circumstances. We believe the city is now in the best possible position to make such a declaration of intent.
Also based on that same progress, the next logical step for our coalition is to begin work to seek enactment of a Companion Animal Protection Act or “CAPA.” This is local legislation that, once enacted, sets basic standards for the operation of our animal shelter which are “codified” so that those standards are maintained regardless of who runs the shelter and regardless of who leads the city. As much as everyone is thrilled at the progress at our shelter, no one would want to see us go back to the old ways and days when the majority of the animals in our shelter were destroyed.
Although some may not like the idea of location legislation which may seem unnecessary or intrusive, a look at some basic CAPA provisions shows that they are not at all controversial and are likely things we can all agree should be done now and moving forward. Some examples are:
- irremediably suffering animals must be euthanized without delay, upon a verbal or written determination made by a licensed veterinarian.
- the shelter will take action to ensure that all animals are checked for all currently acceptable methods of identification, including microchips, identification tags, and licenses.
- stray animals with significant health conditions may be transferred to a private sheltering agency or rescue group immediately after intake, subject to the same rights of redemption by the owner.
- the shelter will provide all animals with environmental enrichment to promote their psychological well-being such as socialization and regular exercise.
- the shelter will develop and follow a care protocol for animals with special needs such as nursing mothers, unweaned animals, sick or injured animals, geriatric animals, or animals needing therapeutic exercise.
- the areas in the shelter where animals are housed must be cleaned at least twice a day to ensure environments that are welcoming to the public, hygienic for both the public and animals, and to prevent disease.
- the shelter may not destroy a savable animal unless and until it has made an emergency appeal to all organizations on an established registry that the animal is at risk (with at least twenty-four hour notice) and without documenting lack of an appropriate foster home placement.
- the shelter may not destroy a savable animal as long as there is open kennel space to house that animal; this includes dogs which are socialized to people but which may not get along with all other dogs (being mindful that dogs will sometimes get along with some, but not all, other dogs).
We hope that when the time comes that we ask the City of Huntsville to consider and then enact a CAPA - as has been done in other states and cities before ours - you will support that position and you will encourage our local leaders to codify our progress so it can be sustained long-term.
In late 2014, the City of Huntsville said that it had not destroyed any healthy or treatable dogs since October. We were thrilled and we took that news at face value. As part of our ongoing requests for public records, we began seeking (and still seek) monthly reports regarding the dogs destroyed at the shelter. Our analysis of those records revealed that all was not as it seemed. While we would have expected that the vast majority of dogs destroyed would have been destroyed to alleviate suffering or due to some serious medical conditions, the vast majority of dogs were being destroyed for a variety of issues related to behavior. We were surprised by this. We know that some dogs cannot be saved and genuinely do pose a public safety risk. Ordinarily, however, those dogs are in the low single percentages of overall shelter intake. In our case, approximately 80% of the dogs destroyed each month were being destroyed due to behavior. In October of 2014, 32 dogs were destroyed for behavioral issues. In January of 2015, that number rose to 50 dogs. In August of 2015, 25 dogs were destroyed for behavior.
Even experts regarding the behavior of dogs in a shelter environment will agree that evaluating dogs in shelter is an imperfect process. A report from the National Canine Research Council concludes that, "shelter evaluations may tell us as much or more about the effect of the shelter as they do about the individual dogs. Shelters are noisy, alien environments, filled with strange smells, unfamiliar people, and dogs they may hear, but not see. We should not be surprised that some dogs may. . . behave differently when confined in a shelter, with its barrage of stressors that the dog cannot control, than they will in the safe, secure, predictable environment of a home, cared for by people with whom they are able to form positive attachments."
In March of 2015, we expressed our concerns to the city and recommended that help be sought regarding how to properly and consistently evaluate dogs. We felt something was not right and we had two main concerns: 1) that otherwise good dogs who were just scared or traumatized were not being given a full and fair opportunity to be saved; and 2) that potentially dangerous dogs were making it out of the shelter to rescue groups and into adoptive and foster homes, creating a public safety risk.
Our recommendation to the city was that it seek help from people who could train the staff on how to evaluate dogs. We specifically recommended that the city engage with representatives from Humane Network and with Kelley Bollen from the Animal Welfare Alliances in Massachusetts (and the former Director of Behavior Programs for the Shelter Medicine Program at Cornell University College of Veterinary Medicine).
We are pleased to report that on March 22 and 23, 2016, Humane Network CEO Diane Blankenburg and Kelley Bollen were in Huntsville to provide two solid days of training and guidance to members of the shelter staff, county animal control officials, rescuers and volunteers. Members of our coalition were also invited to attend. We found the training and presentations not only incredibly informative, but were very pleased with the level of enthusiasm expressed by the shelter staff and how engaged they were in the training.
There is a delicate balancing act for any animal shelter when it comes to ensuring public safety while striving to save the lives of healthy and treatable animals. It is our genuine hope that city officials, city employees, rescuers and shelter volunteers feel empowered by the training provided last week. We can all agree that dogs who are genuinely dangerous do not belong out in our community. We think it is likely that in any given month, only a small number of dogs who enter our shelter actually fit that category. We can also likely agree that a lot of dogs who end up in our shelter are just scared, confused or traumatized in some way and they deserve the very best opportunity to be reunited with their families or placed with new families through reliable evaluation methods. If your dog ended up in a shelter, how would he or she react?
We are hopeful more dogs than ever will be saved moving forward using this new training and established procedures which set dogs up for success.
We have a page on our website where we post shelter statistics. They go back to 2008. The most recent statistics we have on the site are the monthly figures for December of 2015. We were asked yesterday why we don't have the year end numbers for 2015 and the monthly numbers for January and February of this year. We don't have them posted because the city has not provided them to us.
In Alabama, records related to the operation of the government are public records which can be sought by any person and for any reason under the Alabama Open Records Act. There are some exceptions to the Act, but it is pretty broad in terms of access and the records can be sought by anyone, whether they live in Alabama or not. When it comes to Madison County, seeking animal control records is a pretty simple process. We call or email the Animal Control Director and he provides the records, normally within a matter of minutes or hours. When it comes to the City of Huntsville, the process is not so simple. We have been given very clear instructions that we are not to communicate directly with the Animal Services Director and that our records requests must be submitted to the City Attorney's Office to be processed. This means that we prepare a letter each month which we submit to the City Attorney's Office setting forth the records we seek.
We have been trying to get records regarding dogs destroyed in the last quarter of 2015 for months. We have been trying to get the 2015 year-end statistics since January. Our last letter to the City Attorney's Office was sent on March 7, 2016. We have considered speaking to an attorney for help in getting the records we seek. We have also considered getting the media involved. We have not yet decided what we plan to do about this issue. The records we seek don't have to be created. They already exist and it is a matter of printing them off of a computer or otherwise saving them as a .pdf file.
In spite of the opinions of those who oppose us for our advocacy, we have worked incredibly hard since our coalition formed to be both diplomatic and respectful in our communication with and criticism of the city and Huntsville Animal Services. We have made a concerted effort to applaud progress made by the city even when we have been under attack on social media. In the fall of last year, a "hate" page was created about our coalition on Facebook. We didn't talk about it publicly we didn't want to draw attention to it. It contained content which was juvenile, vulgar and libelous, much of which was "liked" and commented on by city employees, shelter volunteers and prominent members of local rescue organizations. We took steps to try to have the page removed while refusing to stoop to the level of those who felt that type of behavior was appropriate or productive. As they saying goes, we just would not "go there."
The city has made enough progress in the last year that there is little point in remaining overly critical and risk having people think we won't be satisfied with any level of progress. Although ours is not yet a no kill community, Huntsville has made a great amount of progress in a short amount of time and the value of that cannot be overstated. We remain hopeful the city will make a commitment to make ours a no kill community and declare that healthy and treatable animals are not at risk under any circumstances.
We believe that with increased progress and increased expectations by the city that the public will both be part of change and fully support change comes the need for complete transparency in record keeping. It is vital in order to both get and maintain the public trust. The ASPCAs Position Statement on Responsibilities of Animal Shelters speaks to this very point:
Goal 4: Animal sheltering is increasingly transparent
The ASPCA strongly supports a requirement that key records and data be maintained by all shelters, both public and private, routinely reported to an appropriate central entity, and made available to the public. While much of this information, for public shelters at least, may already be considered a public record under various state laws, the ASPCA believes that standardizing the information that must be collected and extending these requirements to private shelters is not only an important step toward transparency, but also an effective way to gain a fuller picture of the community’s at-risk animals. When the only information available concerning intake and outcomes is that which must be provided by public shelters through Freedom of Information Act (FOIA) requests, the public is receiving an incomplete and perhaps distorted representation of these matters.
There is a video on the city's Youtube channel which shows Mayor Battle interviewing Dr. Sheppard about the operation of Huntsville Animal Services and talking about the tremendous progress made at our shelter in recent months. At one point in the interview, Mayor Battle calls Dr. Sheppard a star. Although we have been quite complimentary of that progress, it is somewhat difficult for us to be quite as thrilled with the progress because of the city's lack of transparency regarding the shelter records.
Once we have been provided the records we seek, we will post them on our website. The City of Huntsville should have nothing to hide. And we look forward to seeing that with our own eyes very soon when we are provided the records we have sought not just for us but for our entire community.
Huntsville is getting a lot of attention these days across the country as a result of the progress made at our municipal animal shelter. People who live and work here are thrilled with the progress, as they well should be. Shelter animals are now safer here than they have ever been in the history of the community as save rates have reached and then exceeded 90% of all shelter intake. Huntsville is being referred to as an example of what can happen “in the south” with a shift in focus and using the compassion which exists in an animal loving community. We are not yet a true no kill community, but we are incredibly close to a time when the city can (and should) make a public declaration of intent that healthy and treatable animals are no longer at risk here moving forward, regardless of the circumstances we may face.
It has been said that if we do not learn from history, we are bound to repeat it. It has also been said that in order to learn from history, it must be factually accurate. When we modify the sequence of events which transpired to get from Point A to Point B, we more often than not will learn the wrong lesson.
For all of our applause of the city for the progress which has been made, the reality in our community is that this process has been a struggle and did not come easily. If you have been told or have heard a version of the history which led to this progress and the story begins with the city voluntarily making sweeping changes, you have been told a history which is devoid of facts and which has been sanitized. This rewriting of history has occurred related to other locations like Reno and Austin and it is not uncommon in this social movement. Perhaps it just makes a lot of people uncomfortable to think about some of the more unpleasant parts of those stories.
Huntsville city officials were first introduced to the no kill philosophies we promote in late 2008 at a time when three out of every four animals entering the shelter were destroyed. By early 2013, when the city was offered free help from subject matter experts in order to do better and refused that help, more than half of the animals in the shelter were still being destroyed each year. The city's position at that time was that the shelter was doing a beautiful job and doing all it could to save lives - even when the save rate was just over 40 percent.
We first took this issue to the public in the spring of 2013, having reached the conclusion that city officials were satisfied with how the animal shelter was operating. We felt it would take public pressure and demand to force the city to reconsider spending our money on death rather than on life. There will always be a degree of dispute about exactly what led to the progress we now see. There have been many factors involved in this process, not the least of which is the arrival on the scene of a new city administrator who told us in early 2014 that he supported change and that he too wanted the city to save the lives of all healthy and treatable shelter animals. We know we have had a role in the history here and firmly believe that but for our advocacy, little would have changed.
The path taken to get to this point, and the particular struggles faced along the way, are not directly relevant to us here in Huntsville now that we have “arrived” for the most part. But those facts are entirely relevant to communities outside of our own which may look to our progress and wish to replicate it themselves. We do a disservice to those places if we behave as if our progress here was achieved by reaching across differences, finding common ground and all working together to seek a newer and better future. Yes, our community has achieved tremendous success. But it took years longer than it would have taken had the city simply decided to act on its own many years ago and without the necessity of a group like ours to demand accountability from the city, a process which has taken a great toll on everyone involved.
Make no mistake - this is not about credit. We have always said that we seek to become irrelevant as a coalition not because we are being ignored, but because we are no longer needed to be boat rockers for community change. We have sat silently on the sidelines while others have taken credit for the changes which have been made here and we plan to continue to do just that. Why? Because this is not at all about people and patting each other on the back and it is very much about saving lives. But this is also about being honest about our history here so that others can learn from it and perhaps avoid some of the conflict we endured. Much of what took place here was unproductive and led to a higher body count.
A time will come in the history of our country when all municipal shelters are no kill shelters and all communities are no kill communities because that is what the public wants and will demand. We encourage any community outside of our own which is looking at our progress to take proactive steps to get ahead of this issue and make change voluntarily. Listen to the advocates and animal lovers who come to you with ideas, enthusiasm, research and help. They often know much more about the subject than you may imagine and it is likely they are networked with subject matter experts who can guide and help your community to achieve change not in years but in weeks or months. Invest your time and focus into doing what is right so that energy is spent not on struggle and conflict, but on saving the lives of the animals we say we love and value.
For those of you who have not kept score over the last few years, Alabama has been through an incredible battle related to the otherwise simple issue of nonprofit spay and neuter clinics. There are four such clinics in our state and we are fortunate to have one right here in Huntsville. It was no always so. The clinic here has been alternatively open and closed a number of times due to political issues related to the legality of nonprofit clinics in our state. Most people are confused as to why this is such a big issue and we won’t get into the details here other than to say that we are very pleased that our local clinic has weathered the storm and is now open for business. We cannot speak to the future of the other nonprofit clinics in our state, but are hopeful that the reopening of our clinic signals a change of attitude by the members of the state veterinary board which oversee all veterinary practices in the state.
As we explain in our information here about no kill philosophies, having high-volume/low-cost spay neuter alternatives are key to any community being able to reduce the number of animals destroyed in municipal shelters. By having low cost options which are not based on income or geographic area, we simply make it easy for people to do the right thing by having their pets spayed and neutered. From a community standpoint, the benefits of having animals altered are simple: fewer animals in any community leads to reduced shelter intake leads to increased life-saving. From a personal standpoint, having animals spayed and neutered can help them live years longer than pets who are not sterilized, helps them avoid many diseases and cancers and keeps them from roaming.
We hope you will share the great news about the reopening of the North Alabama Spay and Neuter Clinic. It is a wonderful resource for pet caregivers, rescuers and good Samaritans.
We are often asked if Huntsville is a no kill community. The short answer is, "no. Not yet."
There are two schools of thought regarding recognized status as a no kill community, both of which originate from a time in this social movement when norms were being developed in terms of performance. There was a time when a community was considered a no kill community after having gone twelve full months with a "live release" or "save" rate of above 90%. The percentage benchmark was based on norms at the time which said that if a community was saving more than 90% of the shelter animals, it most likely was not destroying healthy and treatable animals.
Times have changed. There are communities where the lives of more than 95% of shelter animals are being saved. Some communities save 98% of shelter animals. This means that the 90% benchmark is no longer the consistently recognized standard for becoming a no kill community and the new benchmark is one not of math, but of method. It is our position that a community is a no kill community when healthy and treatable shelter animals are not at risk under any circumstances because a line has been drawn in the sand which will not be crossed. This may mean that the save rate is 97% in a given month. It may also mean that the save rate in another month is 87% if there were truly a number of animals entering the shelter who were suffering or so irremediably ill that euthanasia was the only responsible course of action.
Getting back to the question, ours is not yet a no kill community simply because the city has yet to make a public declaration of intent that it will no longer destroy healthy and treatable animals at Huntsville Animal Services. We are hopeful a time will come when the city does just that. We think that enough progress has been made in the last year to put the city in a good position to make a public declaration and be able to keep that commitment with the help of the public.
There is a website called Saving 90 which tracks communities where the lives of more than 90% of shelter animals are being saved. This same website tracks communities where the lives of more than 80% of shelter animals are being saved. We contacted the site last week to inquire about having Huntsville listed on the site in the Saving 80 Category. We did so in spite of our position on what the phrase "no kill community" means simply as a way of asking that Huntsville be put on the map of places making great progress. As we have said many times before, the city has come a very long way from the way things were when we first took this subject to the public in 2013 and we think it is important to acknowledge that.
We were told that Huntsville does not yet make the grade to be put on the website. In order for a community to be listed as a Saving 80 community, it must have saved more than 80% of shelter animals in the last year for both species - meaning that the numbers must be calculated separately for dogs and cats. We do not yet have the shelter statistics for the month of December of 2015. This chart shows the save rates for dogs and cats for the last 12 months.
It is very possible that Huntsville will be able to be added on the Saving 90 website as a Saving 80 community in the very near future. We will continue our requests for, an analysis of, the shelter statistics so we can keep you informed of the city's progress and so we can ask that Huntsville be added to the website once it has met the criteria to be added.
