Brian Foy's family includes a dog named Vegas - a Labrador Whippet mix - who was adopted in 2020.

I grew up in Madison County and attended Sparkman High School. After high school, I received an undergraduate degree in MIS from the University of Alabama, a Masters in Management from UAH, and an MBA from the University of Denver.
After graduation, I worked in management and leadership roles in software development, software service delivery, and process improvement for Fortune 500 companies Amazon, Emerson Electric, and McKesson as well as small businesses and software startups. I have successfully managed large, diverse teams and multi-million dollar projects. Currently, I am the Service Delivery Executive and co-owner of a small software services business in Huntsville.
Since my wife - Andrea - our two daughters - Katie and Abby - and I returned to Huntsville and moved to Blossomwood in 2012, I have been active in serving our community in multiple volunteer roles. Most recently, I've had the privilege to serve on the Board of Directors for the North Alabama Soccer Coalition - a non-profit soccer club based in Huntsville - since 2015 and as President since 2017.

Candidate Survey Responses
Issue 1: Would you support more family friendly hours at HAS to make the operation more accessible to the public toward having the fewest number of animals in the building at any given time?
Response: Yes, I support a more flexible schedule that allows for extended hours on weeknights. Allowing the public more access is key to increased engagement and pet adoption.
Issue 2: If elected to city council, would you invite Dr. Sheppard or a representative of HAS to speak with your constituents to help them and reduce shelter intake?
Response: Yes, I welcome Dr. Sheppard or a representative of HAS to speak with residents of the district. Educating Huntsville residents about how the shelter works, the adoption and foster process, and how they can get involved will only help further the mission of HAS and increase public engagement and pet adoptions.
Issue 3: Would you promote or support HAS developing a more detailed plan to reduce the percentage of dog deaths due to behavior issues with the help of a consultant or expert?
Response: Our family adopted a Labrador-Whippet mix – Vegas - in 2020. She is happy and engaging, but it took care and training to help her through the rehoming process. I support development of a comprehensive plan to reduce the percentage of dogs destroyed for behavioral issues. The rehoming process can be stressful, and some dogs need more time and an environment of positive reinforcement to become adoption ready.
Issue 4: Would you support the idea of a metro shelter facility as part of future plans for the city?
Response: Yes, I support the idea of a metro shelter. As Huntsville grows so does the need to expand services like HAS to support the growth.
Issue 5: Would you support adoption of the provisions of the HAPA to ensure the city maintains the progress achieved to date at HAS and does not revert to old operating methods?
Response: Yes, I support sustaining and furthering the progress already achieved. The positive standard of care that is currently implemented should be codified to ensure HAS continues to positively move.
